Preparations to introduce digital e-billing system in Pakistan

The Federal Board of Revenue is taking a major step to modernize the tax and trade system in Pakistan by introducing a digital e-Bilty system. The move aims to improve cargo management and reduce reliance on paper documents.
Currently, most of the movement of goods in the country is done through paper bills of lading and manual check posts, which leads to delays, unnecessary hurdles and sometimes irregularities. Traders face long waits while it is difficult for the relevant agencies to verify documents immediately.
To address these issues, the FBR is introducing a Cargo Tracking System, through which digital e-Bilty will be issued from a central online portal. Under this system, authorities will be able to monitor the movement of cargo in real time, which will make the checking process faster and easier.
A major advantage of the new system is increased transparency. The paper system is prone to fraud, which encourages smuggling and tax evasion. Digital e-Bilty will enable better tracking of each consignment and prompt identification of suspicious activities.
The e-Bilty will include a unique QR code, which can be scanned by the authorities to instantly check the cargo details. In the future, the system can also incorporate advanced technologies like RFID and IoT to monitor vehicles and cargo more effectively.
The system will also be connected to other digital platforms, which will help reduce the problem of fake or “flying” invoices. This will increase transparency in business activities and help the government improve tax collection.
Moreover, special attention is being paid to data security in the project. The system will be linked to various institutions, including the National Database and Registration Authority and Motor Registration Authorities, to verify the correct information of vehicles, drivers and cargo.
The project is currently in the design phase, during which experts are reviewing the existing system and developing a complete strategy in the light of global examples. Guidance is also being drawn from successful models in countries like China, Brazil and Turkey.
This initiative is an important step towards making trade in Pakistan more transparent, faster and more efficient, which will not only benefit the business community but will also strengthen the tax system.
